New Maryland Law Expands Domestic Violence Awareness Through Barber & Cosmetology Licensing

Maryland has taken an important step toward strengthening community awareness and support for survivors of domestic violence. During the 2025 legislative session, lawmakers passed House Bill 1547 (HB 1547), a new law that requires domestic violence awareness training into the licensing and renewal process for barbers and cosmetologists across the state.


What Does HB 1547 Do?

Beginning January 1, 2026, individuals applying for or renewing a barbering or cosmetology license in Maryland will be required to complete at least one hour of domestic violence awareness training. This requirement applies to both new license applicants and current license holders at the time of renewal.


What Will the Training Cover?

The required training is designed to equip professionals with practical, trauma-informed knowledge, including:

  • How to recognize potential signs of domestic violence or abuse

  • How to communicate compassionately and listen without judgment

  • Appropriate ways to respond if a client discloses abuse

  • How to connect individuals with local and statewide support resources


The goal is not to turn barbers or cosmetologists into counselors, but to help them recognize when someone may need support and know how to respond safely and responsibly.


Why Barbers and Cosmetologists?

Barbers and cosmetologists often build trusted, long-term relationships with their clients. These one-on-one settings can sometimes make them among the first people to notice signs of distress, isolation, or physical injury. By providing domestic violence awareness training, Maryland is acknowledging the powerful role that everyday community spaces can play in promoting safety, awareness, and connection to help.

Why This Matters to Our Community

Domestic violence affects individuals and families across all backgrounds, and many survivors experience barriers to seeking help. HB 1547 helps expand the network of informed community members who can recognize warning signs and share resources, creating more opportunities for support and intervention.


Community 247 originally started hosting our Mama Bear's Zen Workshop series at Simple Wellness Day Spa and Beauty Salon ten years ago, understanding the value of community and how intimate settings like salons and barber shops provide a safe space for patrons. Increasing awareness, education, and access to resources are key components of prevention and healing. Laws like HB 1547 reflect a broader commitment to meeting people where they are and ensuring that support is woven into everyday community interactions.
